Outstanding Career Armed Services Attorney Award Program

Annually, the JAA recognizes outstanding achievements of attorneys serving the military Departments. The awards are presented annually at a banquet held in the National Capital Region. The services are invited to nominate candidates in both active and reserve status. The senior judge advocate is invited to participate in recognizing the award winners.

Nominees (35 years of age and older) are evaluated on professional accomplishments, service to community, leadership, service to the legal profession and development of subordinates.

2002 Award Winners

Major Gregory E. Maggs
Army Outstanding Career Armed Services Attorney - Reserves
Major Maggs has excelled as a judge advocate. After graduating Summa Cum laude from Harvard, Magna cum Laude from Harvard Law School, Major Maggs clerked for Justice Kennedy and Justice Thomas at the U.S. Supreme Court. He has served as a professor of law at the University of Texas Law School and now is a law professor at George Washington University, where he was awarded the Distinguished Faculty Service Award twice. He also serves as a Special Master at the U.S. Supreme Court and was a consultant to the Office of Independent Counsel for the Honorable Kenneth Starr. Recently, he was a key member of the Special Projects branch on Military Commissions, which had the mission of assisting the Sec of Defense in drafting rules and procedures for military commissions, interpreting domestic and international law with respect to battlefield detention and law of armed conflict, and standing up trial teams for cases against captured enemy unlawful combatants. He has published two Military Law Review articles, one titled "Cautious Skepticism about the benefits of adding more formalities to the Manual for Courts-Martial Rule-Making Process: A response to CAPT Kevin Berry." He has had tremendous success helping pro bono clients. His list of publications takes several pages. Maj Maggs is also a leader in community service.

Major John Giovannelli
Army Outstanding Career Armed Services Attorney - Active Duty

Currently serving as Deputy Staff Judge Advocate at Ft. Dix, Maj Giovannelli has superbly served as a judge advocate. As a defense counsel Ft Dix, he defended four homicide cases, earning a reputation as an outstanding trial counsel. Also at Fort Dix, he been a key leader in many high profile missions, including the Kosovo refugee operation. His legal assistance office received an award for excellence from the American Bar Association. As an appellate attorney, he briefed and argued over 100 cases, including U.S. v. Gray, one of the Army's most significant capital murder cases. Selected as Special Assistant to the Assistant Secretary of the Army for Manpower and Reserve Affairs, he excelled writing opinions and briefing the Secretary of the Army. He briefed the Secretary on the request to clear the record of Dr. Samuel Mudd, one of the alleged conspirators in the Lincoln assassination, and briefed a request to clear the name of the first black cadet to attend West Point; this resulted in the award of a posthumous commission. While in Washington DC, he volunteered for the Illiteracy Council, teaching hundreds of people to read, has taught local high schools, and is currently leading the Fort Dix Law Day Program.

Lt Col Nikki Hall
Air Force Outstanding Career Armed Services Attorney

Currently serving as Staff Judge Advocate of the 100th Air Refueling Wing, RAF Mildenhall, England, Lt Col Hall has excelled serving as personal legal counsel to the wing commander and over 60 other commanders and first sergeants, advising them on criminal, administrative, preventative, international, and operational law. She manages a legal staff of 21, and directs military justice and quality force programs affecting over 5,200 military personnel. She is also the Wing Ethics Advisor. While serving as a litigator representing the Air Force and the Department of Defense on significant military personnel issue cases, she won resounding victories in highly publicized cases, including upholding the right of the Secretary of the Air Force's right to establish enlistment criteria. Based on her keen insight, she was selected by the TJAG to augment the Air Staff Crisis Team monitoring the Kosovo conflict. Lt Col Hall also served with great distinction as the Assistant Executive to the Judge Advocate General, receiving glowing praise from MG Fiscus. Her community service is phenomenal. She has been a leader/coach for the Special Olympics, Girl Scout leader, Family Support Center volunteer, and many others.

CDR Karen Fischer-Anderson
Navy Outstanding Career Armed Services Attorney

CDR Fischer-Anderson has continuously provided superior, inspiring service. After serving two overseas assignments as a prosecutor and defense counsel, she served a succession of tours as a Staff Judge Advocate providing legal support and operational advice to Navy air and surface operational commanders throughout the Pacific area. After then serving as a senior area defense counsel, she earned an LLM in Environmental Law from George Washington University. After an enormously successful year as Department Head of the Naval Justice School's largest academic department, she was chosen for the highly demanding position of Academic Director. As such, she is responsible for the Navy-wide professional training programs, supervising a staff of 40 while managing a budget of 1.1 million dollars. She oversees nearly 40 in-house training courses as well as the Navy's external courses, ensuring Navy and Marine Corps legal personal worldwide receive the best, up-to-date legal training available. A dedicated community leader, she has supported high and middle school mock trial programs, served as a mentor for students needing extra reading assistance, and has served as a soccer coach and administrator.

CDR Chris Reilly
Coast Guard Outstanding Career Armed Services Attorney

Currently assigned as a staff attorney to Aviation and Admiralty Litigation, CDR Reilly has provided distinguished service in a vast variety of positions. As a Senior Appellate Government Counsel, his skill and leadership greatly assisted in eliminating a backlog of legal reviews and other appellate actions. He presented 45 appellate cases before the U.S. Coast Guard Court of Criminal Appeals and the U.S. Court of Appeals for the Armed Forces. He was instrumental in undertaking the first comprehensive review of the Coast Guard's military justice policy in over 10 years and electronically promulgating the Coast Guard's Military Justice Manual. Leading the team that produced the first formal electronic manual, the manual incorporates numerous electronic features and litigation aids that great assist litigators throughout the Coast Guard. CDR Reilly was chosen as the Coast Guard liaison to the Department of Justice Admiralty and Aviation Torts Branch where he represents the government in federal district court. He has gained impressive victories in federal court and received the highest praise from his Department of Justice supervisors. Recently he obtained a favorable ruling in an Oil Pollution Act case where the responsible party attempted to avoid 2.7 million in oil discharge clean-up costs.

Major Patrick McLain
Marine Outstanding Career Armed Services Attorney

In addition to being awarded the Kuwait Liberation Medal and the Southwest Asia Service Medal, Major Pat McLain has excelled as a leader, litigator, and teacher. He has had outstanding success serving in numerous senior litigation positions, including as a Special Courts-Martial Military Judge. He is a renown teacher and mentor to others, such as being a regular instructor at the various JAG schools, for the states of Texas and Georgia, and Emory School of Law, and his monthly in-house training he provides his defense counsel. He actively encourages extra training as Vice President of the Pentagon Chapter of the Federal Bar Association, as a Board Member of the Judge Advocates Association Inn of Court, and in his leadership activities with the Capital Area Defense Counsel Training Seminar. Highly active in community service, he has been a Cub Scout Pack Master, Boy Scout Troop Leader, church lector and Sunday School teacher, and currently is President of the Parent Teacher Organization for a school for the gifted and talented. Major McLain has truly made his role as a judge advocate a calling.
